Constable Langley the cost of and Class passage for his wife to Hongkong.
In reply I have to inform you that I do not consider it advisable that advances of this nature should in general be made to constables, as the sum is a large one for an officer with a salary of only $50 a month to repay within a reasonable time, especially when it is remembered that he will have to provide lodgings for his wife at his own expense, his married quarters not being provided for officers below the rank of Sergeant.
